Clinton made the remarks at a fundraising event in Madison, Wisconsin in November 2015. A transcript of the speech was included as an attachment in an email to top aides to the Hillary Clinton campaign.
The former president argued that, in order to defeat terrorist groups such as ISIS, the United States needed to prop up “positive role models” in the Middle East. He offered the United Arab Emirates, Saudi Arabia, and Egypt as potential examples.
“We need more countries to behave like the UAE,” he said. “The UAE replaced Norway this year as the number one country in the world in the percentage of income they spend on development aid for poorer countries. There are more women than men in universities in Saudi Arabia. A new taxi company in Egypt just organized to compete with Uber.”
